gettext-tools

Not in unflab.

msgfmt, xgettext and the rest of gettext-tools are for maintaining
translation catalogues. They belong to a project’s own build setup,
where configure finds the gettext it expects.

envsubst, from the same GNU package, is here: unflab envsubst.
